In a respectful way I think the celebrities or models back in these days were far more attractive than they are today. I think a lot of their good looks were natural and not fake like today. For some reason a classic car and a classic woman go good together.
 
In either case does make you wonder if they were put there to be attractive or defensive..?
I think they were a design element, as they would just bend if they hit anything. Those rubber "t!ts" you posted were popular on '57 Chevy's and some other makes with the flattened off bumper bullets. They may even work on my '55 GMC that has "inverted" bumper bullets!
