What hp is the engine? What is the model number? There are several lawn & garden salvage yards that might have a head for sale. Have you checked on the Kohler site for parts?
I'd say it's carbon buildup and it's sits for a few months at a time between being used caused the sticking valves. Try using "Sea Foam" in the gas every so often or you can actually pour it into the breather tube while the tractor is running and it will clean the carbon out of the intake system...

Doug, this engine could still fire both cylinders at the same time. Almost all the twins on the market today from Kohler to Harley-Davidson. Does this engine fire on every revolution even though it's on the exhaust stroke?
You can actually partially fill a propane tank back up off of a full grill tank by turning the grill tank upside down after you open the valve on the grill tank. The upside down grill tank pushes liquid Propane into the empty tank until the pressure's equalize in both tank and that takes a while...
You've removed the air restriction of the air cleaner allowing the engine to not draw as hard on the vacuum leak, if that's what it is. Take some carb cleaner and spray around the intake with the air filter on and see if it changes the way the engine runs when you speak it.
I picked prickly pear cactus fruit for the wife to make jelly with a few years. The first year I used leather gloves and it went so so. The next year I used a propane rosebud torch like this.
