Yeah me neither but a lot of guys make these things up for the tractor/engine shows for their displays and more of a conversation piece. See lots of people puttering around fairs all the time..It is interesting but I cant see a use for it.
If it's a rare engine, then the value is priced right, other than that, a butt buggy money is well spent elsewhere like a wheel ATV.Saw this on market place . located in Hoopeston, IL.

They also came in 3hp and 6hp versions too.Those JD type E 1 1/2hp engines in good running condition are selling for between $800 and $1200.00 so that "Butt Buggy" is not out of line. If your interested in building one I have the engine for you.
Those barrel trains are pretty common around here. They are fun to watch too.There's a guy here by me that had a Sears suburban, with some sort of hit&miss engine on it, that he used to use to pull the "train" around the tractor show, that we used to have in the next town over.
The train cars were plastic 55 gallon drums laid over and wheels added, I forget how many cars /riders he pulled I'm thinking it was around a dozen, thru out the park/show site
