Thanks guys I was a bit puzzled because I have a oil drain on the other side

If the engine is hinged on the other side, you lift up on that bar to slip the drive belt. Un hum! Or it could be the chain oiler.

Many Engines were fitted with different oil port locations , and one was used while the others were capped or plugged off, if you have two my guess is the guy who owned it decided to use the different port than the original factory location

My Westwood t1300, a old uk garden tractor. Has a Briggs and Stratton ic 12.5 hp engine. It has the exact same thing, it is a old drain.
