My trick is germinating on a plant heat pad, as soon as they come up I put on the coldest area of my grow light tiers, the bottom one which is close to cold basement concrete floor. Sprinkle with a bit Captan powder to keep the damping off at bay and they usually do very well.
Seed catalog company made a shipping error, instead of Conservor Shallots Packet # 40950A they shipped Cortland Onion Packet # 40940A. Simple pick error. Contacted seed company today, they are sending correct one.
