Axle keyway
I had one in a Bush Hog JB1 and I machined a piece of brass into a 1/4" key. I laid it into the worn axle keyway, then welded in the worn away walls. Removed brass key, then hand filed the welds down till the hub fit snugly. I had a good hub to replace the also worn hub, so this made it good as new. The brass doesn't melt away during welding, so this works super.
 
this is pretty typical on a wheelhorse, have to check the flange bolts regular like.
If your hub has only one flange bolt add another 90 deg from the other. They are hardened bolts too.
WH added the second bolt in the 70s.
Also get a 8 point socket to tighten them. Ive found using a wrench you cant torque them down enough.
