Panzer T707es Won't Charge

I've had the starter generator rebuilt because it was in real bad shape, new voltage regulator, new switch, new solenoid. Everything electrical is new. I've been running wires to check to see if I had a bad ground and still can't get it to charge. What am I missing?

Just going over the wiring of the VR, VR should have 4 terminals one on the bottom of the regulator goes to the "F" Terminal the "G" Gen terminal wire goes to the "A" generator post the The regulator Bat "B" terminal goes to the ammeter and battery, the regulator "L" terminal is for lights that should make it work generators also need more R's than an alternator so moving the throtle to 1/2 or so may be needed I'll attach a manual it may be of use
