Replaced the Carb on the PK 1620 M20 engine

The carb float has been sticking on the M20 for the last couple of years, engine starts right up but runs out of gas in about a minute so I use a small hammer, wrench or what ever I find handy and tap on the intake manifold and then it starts after getting fuel back in the carb and runs like a champ. I tried putting some 2 stroke oil in the gas and that seemed to help last winter and this past summer but this fall that stopped working. So yesterday and today I removed the carb and installed a new aftermarket carb I bought a couple of years ago, of course the China carbs are a bit different but I got it modified and installed and tuned, it was starting good and running good this afternoon but I couldn't get the max R's to go past 3300 which will work but would like to have gotten 35/3600. I will disassemble the OEM carb clean it and check it out to see what I can find with it
 
Gary you think you could get the extra rpm with a little governor linkage adjustment somehow ? Or you think the carburetor just doesn't have what's needed ?
The carb is fine what I think is the problem is the throttle arm on the carb butterfly is shorter than the OEM carb so its not getting the travel needed,, I thought about making a new link from the governor arm to the carb but decided I see how it works as is
