There is definitely a lot of walking. There has been a company renting out mobility scooters for the past few years. After the 3 day I was about to check to see how much they run. I did luck out camp wise 50yrds to a couple of the trolley stop off points, saved walking all the way from the main ground to camp.
 
Same way the Clay County Fair does up at Spenser, Iowa. Several trollies run from camp grounds and parking lots to the main entrance. Once inside another trolley has a route they run with several special passenger type racks pulled with tractors. Will stop any where along the route. And like you said the rental scooters. Several golf cars wondering through the ground looking for people that may be needing a ride, especially people with a cane or walker. Shiners have a bunch of golf cars running all day till dark and for a donation will take you any place on the grounds.

Just a point of interest, the Sly Glider that is at the Iowa State Fair now came from the Clay County Fair. Rode that many times.
