Governed Engines?

I just joined, and I`m a bit confused about the title of this forum, but shouldn`t it be Throttle Governed Engines? Hit & miss engines are governed, as are steam engines, just curious if this is a new phrase that hasn`t caught up to me yet! (Or maybe it has!) Slap me if I`m making a mountain out of a mole hill.

It should be.

The guy who put it up that way can only beg ignorance at the time and when he was growing up, that's what they called them.. "hitnmis" or "govn'd"
