These types of tractors seem to be common in England and maybe else where. Made like that to have 4 wheel drive traction, I guess. We’re no 4 wheel drive tractors. Maybe. Don’t know if they were factory made or aftermarket made.

I think the double tractors were pretty much shop built at least the ones I've seen here in MN were, some guys built their own articulated tractors and then mgfs started up building them and are still building but the mfg's owners and names have changed over the years
 
In Britain the tandems were created by a company called Roadless. They then started the County line of tractors, modified Ford 1000 series tractors with four wheel drive. They even made a amphibious version.
