Intake/filter mount question

Enclosed are 3 pics of this for the pressure washer engine. If I mount this in place the only way it starts with or without the choke is with a little shot of starting fluid. Once started the governor hunts slightly and it idles rough. Take it off and it starts fine with choke, runs smoothly and idles smoothly. This is not covering any ports/ openings on the carb flange. Really has me scratching my head. Any answers/advice??

OK, where does the vacuum leak go when this is not attached? It starts and runs perfect without it.

You've removed the air restriction of the air cleaner allowing the engine to not draw as hard on the vacuum leak, if that's what it is. Take some carb cleaner and spray around the intake with the air filter on and see if it changes the way the engine runs when you speak it.
