Finally took a little time to get back to this.
I put this 32 c.i. cast iron 16hp Briggs into a project 710 3 speed/912 hydro hybrid Allis tractor that I put together.
The engine appeared to have been freshly went thru but when I put it in the tractor it didn't want to start and when it fired it kicked back so hard that that it was immediately stripping the starter bendix.
So I pulled it back out and started trouble shooting.
It's a factory pointless engine so I first checked to be sure it had the correct coil and flywheel.
Then checked for a sheared crank/flywheel key.
All looked good.
But...the mag was touching the flywheel,improper gap.
Next I checked the valves and they were way to tight.
So i cleaned the mag and flywheel contacts and gapped the mag.
Today I finally got back to it.
I pulled the valves and filed the stems to adjust them.
The gap for the intake side is suppose to be .007-.009.
I had to file .008 to get a proper intake clearance.
The exhaust clearance should be .017-.019,I filed down .004 to get the clearance that I needed there,the exhaust wasnt as far off. Both valves look new. Looks like somebody went thru the engine but didn't finish the tuning.
I got the valve cover,carb,exhaust,and head back on tonight.
If I have time tomorrow I'm going to swap the starter bendix and test fire it in the shop. Hopefully the issues are resolved.
